A clamor raised by the Armenian lobby in connection with the US foreign assistance project for 2007 can be considered to reach its goal. Daniel Fried, the US Assistant Secretary State, told journalists in Washington that the United States will approve equal assistance to Azerbaijan and Armenia in the forthcoming fiscal year. Fried said that that the military assistance is rendered with respect to ensure the security and combating the terror and it cannot be used against any country.
The US government designed the assistance to Azerbaijan in the amount of $4.5m, while for Armenia - $3.5m. The violation of parity in the amount of assistance to Azerbaijan and Armenia infuriated the US Armenians. They accused the US administration in favoring Azerbaijan's 'aggressive' treatment with Armenia
By 2001 Azerbaijan had not received any financial assistance from the US due to Section 907 of the Freedom Support Act. Following Azerbaijan's active participation in the anti-terror in 2001 the US Administration took a resolution on waiver of Section 907.
Appreciating Azerbaijan's efforts for active military cooperation with the United States in anti-terror operations the US government proposed approved $8m for Azerbaijan in 2005, which was 4 times more than the assistance allocated for Armenia ($2m). Infuriated on the fact the Armenian lobby did all possible to achieve the increase of their portion.
It seems the United States prefers the original parity in the issues on military assistance and Karabakh problem. The fact is that Washington finds difficulty in distinguishing the 'aggressor' from the side imposed to aggression. Fried stated to the Armenian television that the United States it is unwilling to make pressure on every of the sides in the Nagorno-Karabakh issue. “The most important is that sides themselves should come to an agreement,” he stressed. |

With this memorandum, I would like to address Armenian community, who have been kept apart from us because of the upheavals and disturbance caused by some aggressive and idealist people of Armenian descent. At last, Armenian community has conceived who is who. The governor who is in charge of today’s government, the head of Karabakh Mafia by your expression, disgraced Armenian community in full presence of parliamentarians of European Union in some way with their expressions in interest of him and his idealist supporters. At this period of time when the country is still struggling with poverty, he claims by asserting that Armenia is as nearly Prosperous as Kuwait. In a nutshell, Robert Kocharian knows better that his time is almost up, and how to deal with it. His maneuver to deal with it is to wage a war... |
